DRAFT REGULATIONS ON RE-LEASE OF POLLUTANTS FROM MARINE WORKS

In order to control the release, escape, or dump-ing of wastewater, sewage, oil, refuse, and toxic substances at sea during marine engineering works, the Environmental Protection Admini-stration (EPA) has drafted the Regulations Governing Permissions to Release Oil, Waste-water and Sewage During Marine Works, pur-suant to Article 18 of the Ocean Pollution Pre-vention Law. According to the draft, before a public or private entity discharge into the ocean when conducting marine works, it must apply to the EPA for a permit, submitting an application, registration documents, and a marine pollution control plan.

Where a marine facility completed before the regulations are announced discharges into the sea, the entity concerned must apply for a permit for such discharge within six months after the regu-lations are announced.
