UNEMPLOYMENT INSURANCE TAKES EFFECT IN JANUARY 1999

The Executive Yuan ratified the Measures for the Implementation of Labor Insurance Unemployment Benefits on 24 December 1998. Qualification to apply for unemployment insurance benefits include the following, which must have occurred after the Measures go into effect: the laborer's employer closes the factory, temporarily halts operations, transfers operations, is dissolved or bankrupt, reduces operations, or modifies its technology, and thus causes the laborer to no longer be able to continue in his or her work. To receive payment, the worker must not have voluntarily resigned, must have ceased his or her labor insurance, must have the ability and desire to continue working, must have participated in the labor insurance program for at least two years up to the day of loss of employment and ceasation of labor insurance, must have registered at a public employment service organization as a seeker of employment, and must have still been unable to obtain a file or receive vocational training within 14 days thereafter. Workers fulfilling said conditions will receive a sum equal to 50% of the average monthly insured wage, paid in two installments per month. Workers who ceased their labor insurance or continued to pay labor insurance premiums on a voluntary basis after losing their jobs due to any of the aforementioned reasons in the three-year period before the Measures go into effect, and who are still unemployed after the Measures go into effect, may apply for vocational assistance funds.
