APPLICABILITY OF NEW STRATEGIC INDUSTRY INCENTIVES

The Ministry of Economic Affairs (MOEA) re-cently reached a consensus in its consultations with the Ministry of Finance, the Council for Economic Planning and Development, the Tai-wan Electrical and Electronic Manufacturers' Association and the Association of Allied In-dustries in the Science-Based Industrial Park, etc. as to which sectors should be eligible for the incentives for important new strategic industries. In principle, those to be included are: (1) in manufacturing, some 160 product categories in seven major industries, including the 3C indus-tries (consumer electronics, communications, computers), precision engineering, aerospace, biomedicine and advanced chemical engineering, green technologies and high-grade materials; and (2) in the service sector, nine categories of tech-nical services including Internet services and integrated circuit design.
The criteria for designating a product or service category as an important new strategic industry are that it should be of major importance for economic development, of high risk and requir-ing assistance to become established. The MOEA will make a special report to the Execu-tive Yuan and the relevant measures will be an-nounced and implemented on receiving ap-proval.
