The Environmental Protection Administration (EPA) recently amended its Guidelines for Identifying Serious Violations of Water Pollu-tion Control Act, to define the following situa-tions as serious violations:
Where a business entity within an industrial zone continues to discharge wastewater or sewage into the zone's sewer system after re-ceipt of a notice from the competent authority for the sewer system to cease such discharge because of serious breach of the law.
Where an entity not legally established or registered discharges wastewater or sewage violating discharge standards more than twice within the period of validity of a discharge permit.
Where a person or entity without a permit discharges wastewater containing heavy met-als into soil, and the heavy metal content is not compliant with the standards for soil disposal.
